Calgary pipe should hold for the inquiry

 They are expecting a fluffy report that doesn't say anything, or blame anybody.  A bit like the Ottawa LRT report.In reality, the same failure mechanism is working the whole pipe.  Fixing it is like patching a 70's concrete bridge.  They should just get on with a new one.  But, they can have their fancy report, and wait for the next failure.  and patch that.&
